Wishlist: Allow Libraries to Specify Which Circulation Modifiers Appear in the Holdings Editor

For our consortium we currently have 90 circulation modifiers. Libraries each use a subset of the modifiers (and I don't think we have anyone using close to all 90) but the whole list shows in the Circulation Modifier Item Attribute in the Holdings Editor.

It would great if we had the ability to specify which circulation modifiers should display in that list on a per library basis. We'd also want this to apply to the list when creating a pre-cat, and to the list in acq on POs.

Something similar to the Permission Tree Display Entries feature we have for customizing which permission groups display would work.
