Bug Description
Library staff recently reported issues with removing expired holds from the hold shelf. When going to their Holds Shelf , clicking the "Show Clearable Holds" button, and grabbing one of the expired holds, staff expect to then go into the Check in Items screen to check the item in and receive information on whether to reshelf the item or fill another hold/put in transit. Instead, staff are receiving hold shelf slips to return the expired hold back to the hold shelf for the patron with the expired hold.
We learned that this is not an issue but in fact expected behavior. An expired hold is not a canceled hold and must still be canceled by someone. The expiration date doesn't have a function other than showing the staff that they are old and they should probably cancel them and put the items back on their respective shelving homes.

Library staff would greatly appreciate having the ability to cancel expired holds solely by checking the item in. We could imagine having this functionality provided as a library setting "holds automatically canceled when expired".

Courtney, I believe this functionality is already there. If staff enable the 'Clear Holds Shelf' Checkin Modifier, then when they check in an item that has shelf-expired, the hold will be cancelled, and Check In will tell them what to do with the item next.
Does this modifier accomplish what staff are interested in?
