Wishlist: Expiring Account Alert Message Visiblity

Bug Description

As of 3.11.5, when a staff account is expiring, staff will only see the alert message warning them to renew their privilege expiration date if they open their own account. It would be helpful if there was a banner or alert text on the splash screen and/or under the navigation bar.
