Bug Description

The description on the latency test page < eg/staff/admin/workstation/tests > is very technical. I suggest adding a brief additional description for non-technical users. This would bring the description into line with other help text in the system. The more technical description could be retained.

An suggested version of this edit could be:
"A latency test provides information about the current speed of your internet connection. Information from this test can be used to help troubleshoot if you experience system slowdowns. This will measure the websocket latency between your workstation client and the Evergreen server host listed above."

This wish list item applies to all active EG versions. The latency test was added in 3.1.

Thanks, Andrea and Lena! I've pushed this to main, rel_3_13, and rel_3_12.

I took two liberties:
* Adding Lena as a co-author in the git commit message to acknowledge your contribution.
* Treating this not as a wishlist, but as a usability bug, so that we can backport it for use in the 3.13 and 3.12 bug fix releases.
