Automate "Update server upgrade documentation" part of release building

The release process currently has a section called "Update server upgrade documentation", in which one manually updates a file to add certain version numbers: https://wiki.evergreen-ils.org/doku.php?id=dev:release_process:evergreen:how_to_build#update_server_upgrade_documentation

We run it right before running the make_release script.

It would be great if this step were handled automatically as part of make_release for two reasons:
* it would be easier, less time-consuming, and less error-prone to build a release
* we could be sure that the name of the script in the documentation matches the name of the upgrade script that make_release creates

Perhaps it would also be good to have a way to opt out of making these changes too, for example, if somebody is just using make_release to generate a database upgrade script and does not need to make the documentation changes.
