Hold Groups Interface Missing Actions Menu

In the Hold Groups interface (Circulation -> Hold Groups), the staff user can see existing hold groups they have permission to view. They can click the checkbox to select a hold group from the list, but there is no Actions menu from which to choose to perform an action on the selection.

It appears that the only way to "Open" the Hold Group to view the Current Users, Add Users, and manage Hold Events for the group is to double-click the specific row in the Hold Groups tab, which is not intuitive.
