Bug Description
Currently (3.11) the only way to generate a notice of outstanding bills for a patron is to retrieve their account, select all the open bills and use the Print Bills action menu.
PaILS libraries would like to see a more streamlined way of generating outstanding bills notice for patrons over a defined threshold. We currently run reports, but it proves difficult to mail merge all the individual billing line items to get a detailed letter.
