Bug Description
Currently (3.11), there is no way to send a notice if a bill was generated manually. There are no action triggers for these types of events.
This includes when staff use
• Bill Patron Button to create a grocery bill
• Marking an Item as Lost by Patron
• Marking an Item Damaged and charging the patron.
PaILS libraries would like to be able to generate and send automated notices (pdf and email) for bills for these instances.

You can create a new notification action trigger for lost bills by using the "lost" hook (we do this in PINES to send an automated email). There is also a hook for "damaged" but I haven't used that one so I can't vouch for it and it would need to be tested.
I don't see a hook that would work for grocery bills, though.
