Item notes in holdings templates cannot be set to private

Bug Description
3.10.3
Item notes may be added to holdings templates. These notes may be public or private (e.g. staff) notes. A private note may be set to "public," but if a note is initially set to "public", there is no way to set it to be private.
Steps to recreate:
--Open an existing holdings template or create a new template
--Select "Item Notes"
--Enter the note title and text
--Check the "Public Note" checkbox
--Click "OK"
--Before saving the template, select "Item Notes" again
--Uncheck the "Public Note" checkbox
--Save the template
--Select "Item Notes" again and observe that the "Public Note" checkbox is checked
The only solution is to remove the note entirely and add a new note.
