Have github actions run pgtap tests for us

In the 2023-11-14 developer meeting, we discussed using github actions to run more of our tests regularly: https://evergreen-ils.org/meetings/evergreen/2023/evergreen.2023-11-14-15.00.log.html

As part of this work, branch forthcoming to run our pgtap tests in github actions.

Note that it runs the test suites against postgres versions 11-15. I couldn't get it running on version 10, but that version has also been EOL since November 2022.
