Bug Description
The bib source record has (since 2011) a can_have_copies field that is meant to specify whether to prevent adding item records to a bib that has that source assigned. (The idea at the time was to use it for electronic resource bibs that shouldn't have physical items but can have located URIs).
However, the logic to enforce that was implemented only in the XUL client and was not carried over to the AngularJS/Angular staff interfaces. Consequently, nothing prevents or discourages staff users from adding items to such bibs.

We saw evidence of this bug recently. Not only are we seeing that staff are able to attach holdings manually, we are also seeing that records loaded through the Load MARC Order Records and MARC Batch Import/Export interfaces are also attaching holdings to bibs with a source having can_have_ copies= False.
