Bug Description
Evergreen Version: 3-11-1
Scenario: You retrieve an item from the bookdrop at the front desk and check it in. The item was not checked out, but Evergreen just adds it to the list of items checked in. If you're not paying attention you may not notice that there is no patron information listed and miss the opportunity to do an in-house usage count.
Enhancement: Upon checkin of an item that is not checked out you get a popup warning you that the item was not checked out and asking if you would like to add an in-house use count instead. Perhaps this could be added as a Checkin Modifier option, or maybe it should just be a new feature.

A modifier for counting checkins as in house use if not checked out, or for displaying a dialog sounds great, but we definitely wouldn't want this without the modifier. Stack check in materials for too many reasons for that to make sense as an always on option–the dialog would really slow them down.
