Bug Description

As discussed in IRC back in October - http://irc.evergreen-ils.org/evergreen/2023-10-23#i_536472 - the privacy option waiver to View Circulation History is misleading. The use case this option is meant to support is one in which a proxy is trying to get information on currently checked out items that need to be returned.

A better label for this option would be "Obtain Circulation Information."
