Billing Type - ability to mark inactive

It would be helpful to be able to mark a billing type Inactive and have it no longer appear as an option when manually creating a new bill (but still have it available to reports and for auditing old bills).

Currently, the best we can do is change the name of the billing type to alert staff not to use it :/
