Z39.50: TCN trailing spaces allows dupe record import

Bug Description

When importing a record from Z39.50, if the TCN of the incoming record has a trailing space it will not be able to recognize that there's a matching TCN in the database. It will thus allow you to import a, what looks like, duplicate TCN.
