OPAC search result sort function refreshes results immediately

Bug Description

Noted in the 2023 OPAC Accessibility Conformance Report:

"Input into fields related to the 'Sort Results' function on the search results pages caused the results list to update and the page to reload."

Users should be able to finish entering all their criteria before pressing a button to complete the search and refresh the page with results.

When I tested the sort dropdown using the keyboard, I got the following results on both Chrome and Firefox:

- Tab over, then use an arrow key: it changes the sort order right away, and keeps changing it as you use the arrow keys to navigation.
- Tab over, then hit the space bar: the select opens and lets you choose the sort order, then hit the enter key to make the change.

For that sort of select, what's the best option, particularly for the first scenario? Provide an explicit "apply sort" button (or a presumably moved "Search" button)? Or update the sort on blur?
