Bug Description
Noted in the 2023 OPAC Accessibility Conformance Report:
"Navigating the list of options for the comboboxes included in the application also set the values for the fields. The combobox option lists did not open when the field received focus or the down arrow was used to browse the list."
Keyboard users should be able to browse the list of suggestions without selecting one of them, and they should be able to open the list of suggestions using the down arrow key.
