Bug Description
The Angular Staff Catalog has tabs that do not exist in the Traditional Staff Catalog:
Staff View (3.11)
Added Content (3.12, if enabled)

If one of the new tabs is set as the default in the Angular catalog, the traditional catalog will display no tab at all. A tab can be chosen, but the initial display looks broken.

Testing notes:
Set the library setting to enable the Traditional catalog
Retrieve a record in the Angular Staff Catalog, choose Staff View (or another of the new tabs)
Click "Set Default View"
Retrieve a record in the Traditional catalog and observe the incomplete display
Apply the patch and note that retrieving the record in the Traditional catalog now displays Opac View
