Export public copy tags in SuperCat/unAPI

Related to bug 2045440, C/W MARS would also like the option to export public copy tags via unAPI.

I chose to make a new bug rather than tack this onto the other because this concerns a different subsystem of Evergreen and can be installed/tested independently of the marc_export changes.

Here's a branch that adds public copy tags to the holdings information in both SuperCat and unAPI requests: user/dyrcona/lp2047442-unapi-public-copy-tags

It's all in the top commit including a release note.

This branch and the branch for bug 2047587 conflict with each other. Whichever goes in first, the other will need to be rebased.

I'm taking this bug back again. We're having some internal discussions about how we might want to expand this work to include the url field.

The branch from comment #1 has had an additional commit added to get the copy tag URLs. It has also been rebased on main as of the time of this comment.

CW MARS has been using this in production for a couple of weeks with no ill effects.
