Display shelving location owner in Holdings View and Item Table

The Angular Holdings View and Item Table should display the owner of each item's shelving location. Doing so could help disambiguate cases where the same name is used by more than one shelving location in a consortium.

However, since doing this could also clutter the display, especially for non-consortial users of Evergreen, perhaps this should be controlled by a library setting or user preference.

This would be a very helpful for SPARK libraries as some use similar shelving location names across a system but have different circulation policies based on the shelving location.

This would be helpful to us in PINES as well. I would like to see it in the Item Status screen as well.

I like how the dropdown in the edit screen gives you the list with the short policy name in parentheses like:

Young Adult (BR1)

It doesn't take a lot of extra room on the screen and it's easy to understand.
