Wishlist: Hopeless Holds Functionatlity for Limited Resourcing Consoritum

Currently, the Hopeless Holds tool identifies a hold as hopeless , “… when there are no copies in hold_copy_map or when all copies in hold_copy_map are in an item status with the new hopeless prone property set to “True.””

If your consortium does not resource share or has limited resource sharing like SPARK, this setting causes some confusion with staff because they are not looking at the holdings for the entire consortium, only their system or the system they resource share it.

SPARK libraries would like to see the Hopeless Holds tool consider eligible copies rather than all copies in the hold_copy_map when evaluating if a hold is hopeless.
