Bug Description
Currently checking in items under amnesty mode voids bills.
I think that these should be forgivals rather than voids, since the bills were valid but the library is opting to forgive them. (Whereas void is a correction rather than an intentional forgival.)
What do other libraries think?

We (BC Libraries Cooperative) agree that it makes more sense for amnesty mode to forgive rather than void.
