Column headers show as untranslated in Czech staff client

This is a spin-off from https://bugs.launchpad.net/evergreen/+bug/2032753.

Using Blake's test server with Czech localization switched on (https://bugsquash3.mobiusconsortium.org/eg/staff/) I have found out that while some column headers in the staff client correctly show as translated, many do not.

I have picked up a couple of translated and a couple of untranslated column headers and have tried to compare them. In particular, I tried to locate them in POEditor, on Launchpad and in Evergreen GIT.

I have summed up my findings in the following spreadsheet:

It seems that:

1) if the string and its translation can be found in POEditor and, at the same time, the English string can be found in an interface component in Evergreen GIT, then the translation shows as translated in the Evergreen staff client;

2) if the string (and, consequently, its translation) is not present in POEditor and can only be found on Launchpad and in fm_IDL.xml and in translation files in GIT, the staff client interface shows the English string instead of the Czech one.

I'm attaching a screenshot from the Authority Control Set Configuration interface (from Blake's test server: https://bugsquash3.mobiusconsortium.org/eg2/cs-CZ/staff/admin/server/authority/control_set). It shows that in this case all the column headers are in English, although the staff client is in Czech.

I'm also looking at an issue where it looks like that the generated cs-CZ/index.html isn't receiving two changes it needs to pass the locale to /IDL2js and set the language asserted in index.html.

I can confirm that on Blake's bugsquash2 test server all the examples of untranslated column headers included in the spreadsheet (https://docs.google.com/spreadsheets/d/13_AwTRNLobGIgA6bFqw0pC3tWXq8D8i13CshCbOb1u4/edit?usp=sharing (rows 8 through 12) still remain untranslated.
