Bug Description
Evergreen 3.11+
The Cataloging Administrator permission group in the Concerto data set is missing the permissions CREATE_MARC and UPDATE_MARC.
The Catalogers permission group has both of these permissions.
I'm assuming that the administrator group should be able to do everything that the Catalogers group can do.
