Patron Edit: Buttons Blocked By Message About Disallowing Editing

Evergreen 3.9 and 3.11.1

Sign into Evergreen and then go to your patron account and the Edit tab.

Depending on your screen resolution/size the "See All" and "Send Password Reset Link" buttons are covered by the "Editing your own account is disallowed" and "Editing users in this group is disallowed" messages.

This is problematic because while you can't edit your own account you can send yourself a password reset link using the "Send Password Reset Link" button (if you can get to it). Same with the "See All" button, you can see all the barcodes associated with your account.

These messages should be moved so that the buttons are available to staff.

This is not currently an issue in the experimental angular circ because the "Send Password Reset Link" button doesn't exist and the "Editing your own account is disallowed" and "Editing users in this group is disallowed" messages don't display.
