Bug Description
Evergreen 3.11
In the Library Settings Editor when you hover over the History link for a setting the cursor doesn't change into a pointer to indicate that you can click on the link. (Clicking on the History link does open the history, it just doesn't look like it will.)

The pointer style indicates a more serious problem: the History link can't be reached using the keyboard. It was written as an <a> tag with a click event rather than a <button>, which would provide both keyboard support and the correct pointer style.
