Circulation Limit Set doesn't always initially appear associated with policy

I feel like I reported this years ago and came here to confirm that I still see the behavior in 3.9. Now, if the bug is out there, I can't find it.

This is mostly an intermittent issue. Sometimes, when you have a known circulation limit set associated with a policy, Evergreen does not always display it within the Linked Limit Sets portion of the circulation policy. This is particularly troublesome when troubleshooting and updating policies.
