Bug Description

3.9.4
Nonresidents pay an annual fee when their accounts expire. It would be great if the ILS created a bill on the patron's account when the account expires. Staff sometimes forget to bill the patron when updating the account. Internet Only patrons would be able to pay the bill online without staff intervention.

Since each implementation of Evergreen has different patron permission groups, there would need to be a new mechanism to be able to automatically create bills tied to designated permission groups.

Perhaps a new type of action trigger that is only triggered by configurable permission group types? There would probably have to be a couple of new action triggers developed to really make this work - one based on account creation for designated permission groups and one based on expiration date for designated permission groups. It would actually be really handy for a lot of other action triggers to be able to take different actions based on permission group as well - for instance, sending different types of email notices to different types of patrons. (Right now we're using a lot of IF statements in our message templates to do this.)

I think events applying to different permission groups could be handled with a filter. You may need to clone the original event if you want different templates etc.

I don't recall off the top of my head if there is a reactor to apply a bill to a patron, so that might be a new thing.

Is this close enough to bug 1597056 to be a duplicate?

Maybe yes. But the new bug has generated more conversation than the one
created four years ago. Let's keep it going! Libraries in my consortium are
very interested in this item.

Agree - I'll mark the older one a duplicate of this one.
