Creating this bug from the discussion in bug https:/
To summarize, it would be helpful to have a permissions interface where staff can search for main and secondary permission groups, which staff members have which permissions, and how the permissions were assigned (whether inherited, through the main or secondary group, or manually through the User Permission Editor).
To clarify, this would be separate from the Server Administration > Permissions interface where individual permissions are managed.
