Angular grid filters should be sticky

Bug Description

Evergreen 3.9+

Some interfaces would benefit from having sticky filters. For example, in the Notification and Action Triggers grid, the page reloads after editing each item. It is cumbersome to have to filter the grid after each edit if working on a batch of event definitions.

There may be other interfaces that would also benefit from sticky filters (acquisitions?).

However, I think that course materials would be a candidate for sticky filters in future.

I agree about the filters, and I know we want the same thing, but I think of "stickiness" in terms of all the settings that remember their last setting, and change back and forth to follow your last setting.

With these filters, we want to be able to change any of these grid filters temporarily, but also have the option to intentionally save them as part of the grid settings, making them to new default setting for the filter on that screen, just like we can save grid settings for columns. (I don't know if the filter settings should be saved using the current Save Grid Settings action, or if there should be a separate action for Save Filter Settings.)

I find this particularly aggravating in Notifications and Action Triggers and the Shelving Locations Editor.

I also agree with Elizabeth's comment, that being able to save some filters as defaults, like grid settings or even catalog search preferences, would be helpful.
