Item Age Value Can No Longer be Removed from Hold Policies

Evergreen 3.9 and 3.11.1

In the dojo interface for Hold Policies you could remove the value entered for the Item Age field. In the angular interface if you try you get the message "Update of Hold Matrix Matchpoint failed" and the value remains.

This is an issue for us as adding and removing the value is how we turn on and off reciprocal borrowing for our libraries (when staff go on holidays and they need to close down ILLs). As a workaround we're having to deactivate the existing policies and create additional policies to block the ILL holds.
