Bug Description
The default for the desirable quality of a hold is set to "t" (true) at the database level and cannot be changed without access to directly change the database. A library setting should be created to allow for this value to be changed.

Can confirm. I have seen libraries request that items are not excluded from holds in this manner and there currently is no front-end ability for staff to make this change.
