Predict New Issues Failing in Serials Module

Bug Description
Using Evergreen version 3.9.1, I have a newspaper with 5 subscriptions created in the Serials Module (for our 5 branches). For two of the subscriptions, predict new issues works fine. For the other three, it does not work correctly. In the predict new issues window, instead of detecting what the "initial values" should be from the last checked in issue, it is defaulting to the subscription start date. When the values are edited to the correct information, the issue prediction fails.
The only way I've found to fix this is to delete all existing issues, regardless of status, then deactivate the prediction pattern and create a new prediction pattern. Then, predict new issues works again.
I don't see any difference between the setup of the subs that are working and the ones that are not, by the way.
This is making an already buggy serials module even worse and I really hope it actually gets fixed.
There are related bug reports, but not exactly like what I'm seeing now (bug #1745425, 1745427, 1797452)
