Bug Description
The Angular Apply Penalties (Notes) functionality is missing features from the consolidation of Patron notes, alerts, and messages released in 3.8 via bug 1846354.
A few specifics:
* "Messages" tab in patron record should be labeled "Notes"
* "Apply Penalty / Message button" should be "Create Note"
* The modal should include a Depth dropdown and Patron Visible checkbox
* The "Notes" and "Message Center" options need to be removed from the Other menu
