Remove vestigial "Locate Z39.50 Matches" buttons from OPAC templates

Bug Description
The TPAC and Boostrap OPAC templates for the record list page includes vestigial buttons labelled "Locate Z39.50 Matches" that once were part of a feature that let you scan a record bucket and identify matches from Z39.50 to stick in a Vandelay queue. Those buttons would display only when embedded in a staff interface.
The overall feature went away with the advent of the web staff client, although per bug 1798847 it is missed and should be recreated.
Regardless, though, the buttons in the OPAC now do nothing and cannot be made to do anything, so they should be removed.
