Bug 1631070 reported in 2016 asked for the label STAFF_CHR seen when attempting to place a hold for a Blocked patron be changed to something easier for staff to understand. Something like - Patron Account Blocked.

Multiple libraries in the Missouri Evergreen Consortium have also seen the label "Item Age Protected" when placing a hold for a Blocked patron on a record with age protected items owned by the patron's home library. The hold is unsuccessful because the patron account is Blocked, not because of age protection.

This can be duplicated by applying a staff block on a patron account then attempting to place a hold on a record with age protected items owned by the patron's library. The hold fails and the message "Item Age Protected" appears to explain the failure. We would expect the failure message to be the same as for all hold failures for Blocked patrons, which is currently "STAFF_CHR."
