wishlist: scope hyperlinks from Staff View

Bug Description

This is an item that came out of partner testing of bug 1959010 (Staff View Page).

From the Staff View page, clicking on a link that generates a search should retain the original search scope / filters / location.

"Evergreen 3.11.1

When clicking on the links on the staff view tab in a record Evergreen searches the entire consortium rather than following the current search scope.

If a staff member is trying to find other books by the author or on the subject that can be borrowed from their library or borrowing zone they can't use the links; instead they have to do a new search with their expected search scope.

For example, I search for Bay of sighs at LIBRARY A. The patron wants to know what else the library has by Nora Roberts so I click on Roberts, Nora in the author field on the staff view tab for the record. Because I did my search at LIBRARY A and that is what still shows in the search form I expect my search results to be a list of items that LIBRARY A holds. Instead Evergreen searches the entire consortium and returns 2471 results for Nora Roberts, many of which aren't available to my patron as they're held at libraries that LIBRARY A doesn't do reciprocal borrowing with. If I do an author search at LIBRARY A I get 184 results which is what is actually available to the patron."

Also noting that I don't personally consider this a wishlist item but a bug. The expected behavior is to maintain scope, and the public catalog currently does this. The staff client should, as well.

I agree with John that this is a bug, not a wishlist. The functionality isn't usable by our consortium without the search scope being retained.

Noting that a path for this is using CatalogService, CatalogSearchContext, and CatalogUrlService to generate the search links from Staff View in a way similar to how the facet links and the author search links are constructed.
