Wishlist: Holdings Statement in Library Groups

Bug Description

In the public catalog holding statements are responsive to scoping. For example, a search scoped to Albright Memorial Library under the Lackawanna County Library System yields this type of holdings statement:

1 of 1 copy available at Albright Memorial Library.
6 of 7 copies available at Lackawanna County Library System

However, when scoped to a Library Group, the holdings statement is not responsive. If the library system associated with the OPAC owns the title, the holdings statement denotes local holdings only. If another library system in the Library Group owns the title and the local library system does no, no Holdings Statement appears. This can be confusing to patrons who rely on holdings statements.

So, would the idea be to show "0 of 0" when the local library system doesn't own the title, like this?

23 of 23 copies available at Lackawanna County Library System
0 of 0 copy available at Albright Memorial Library.

Yes, I could also see the benefits of including the Library Group at the top, so they see how many are in the group, then the home system, then pickup/home library.

23 of 23 copies available at Northeast District (the library group name)
10 of 10 copies at Lackawanna County Library System
0 of 0 copy available at Albright Memorial Library.
