Remove remoteauth.cgi from the examples directory

Bug Description

The Evergreen repo includes an example called remoteauth.cgi. While it still works with some coaxing, it's no longer a great example to follow for a few reasons:

* We have a newer ezproxy integration that uses auth profiles (allowing finer control over which users are eligible for ezproxy) and doesn't require ezproxy to have access to a user's plaintext password
* The apache config uses the old-style "Allow from" directives rather than "Require"
* "use strict" is commented out

We should give this script an appreciative send-off!

Equinox is checking whether any of our customers still use it (though if so, we'd move them to the newer method).
