AngularJS patron requests interface not linked from Angular navbar

Due to a presumed timing issue in 2018, the AngularJS patron purchase request interface created in bug 1774277 was never linked to from the Angular navbar (only the AngularJS one).

That should be fixed while we await Angularization of that interface.

Force-pushed a rebase now that bug 1828468 is in. There will be minor merge conflicts to deal with when this is backported to rel_3_10 and rel_3_9.
