Bug Description

c90dbfd03c52ca167d601921ef0eb253202c4a14 removed our usage of `ng xi18n`, so our dependency on ngx-i18nsupport is no longer needed. i18n tooling is now included in angular proper.

Ended up redoing the "npm uninstall", as otherwise the merge conflict resolution was a bit hairy, but now pushed down to rel_3_11. Thanks, Jane!
