actor.usr_purge_data misses authority schema

When doing a user delete, authority records do not get the creator and editor fields set to the dest_usr. In fact, the database function actor.usr_purge_data totally skips the authority shema.

You can verify this bug on a test database by running actor.usr_delete on a cataloger's account who works with authorities, and then running a select to find authority records with creator and/or editor equal to the deleted user's database id. You will find some because of this bug.
