It would be useful to have an announcements/staff news section in the bottom half of the staff portal page that administrators (whether global or local) could update with announcements and news relevant to library staff from within Evergreen.

We currently pull announcements from a public page on our wiki into the splash page but it would be better if it was fully integrated into Evergreen.

Although it is possible to add text-only messages in the current splash page admin interface, I like the idea of being able to give them their own dedicated section that stands out more.

+1 to a dedicated section below the columns.

It would also be useful to have a dedicated section above the columns for important messages you want staff to see. If columns are tall messages in the bottom section may not be seen without scrolling down.
