Duplicate ID in staff catalog bib actions

Bug Description

On a single bib record reached by searching the catalog, the search result pagination area shares an ID with the action buttons. ID attributes have to be unique, so this is throwing an error in automated accessibility tests.

Thanks, Stephanie! I used the following steps to confirm:

1. Search in the staff catalog
2. Select a record
3. Run the axe devtools browser extension
4. Note that I got a duplicate ID error
5. Apply your patch
6. Re-run the axe devtools, and watch that error disappear.
