Bug Description

This bug is a placeholder for the backport branch of the Angular Staff Catalog Summary View Tab from bug 1959010. Galen suggested in comment 27 on that bug that a new bug be created for a backport.

The backport also requires the ngbNav migration code from bug 1948693.

I'll share a branch in the comments below.

Another bug relevant to porting the ngbNav switch to rel_3_10 is bug 2007877 (which has a patch in master).

The branch, user/dyrcona/lp2013100-angular-staff-summary-backport-3.10, is available in the working repository here:

All tests pass, including the Angular tests with Chromium and Firefox.
