Wishlist: Base " Charge item price when marked damaged" on Workstation Library

Bug Description

Evergreen 3.7.3 and 3.10

In CW MARS we keep the setting "Charge item price when marked damaged" turned off because it can be confusing - SEE LP Bug #1980015 and comment #2 - https://bugs.launchpad.net/evergreen/+bug/1980015/comments/2

We also allow all libraries in our network to mark an item damaged even if their library doesn't own the item. This is because sometimes items arrive in the transit to the library in a damaged state. Marking the item damaged allows the borrowing library to denote the damage, and then the system forces the item to go back home. We don't want to lose that functionality.

We have some libraries, however, that want to be able to easily bill their patrons for damaged items. (Staff now either use a manual misc bill or lost billing to do this, which some find confusing.) Other libraries don't want this enabled because of the potential for error (see LP Bug #1980015 again).

In its current state, if we enable "Charge item price when marked damaged" for library A, then anywhere an item owned by library A is checked in, staff will be prompted to bill the patron, which is even more confusing and annoying than if we enabled the setting for the whole network.

To utilize this setting in our network, we'd love to have a new setting that produces the same behavior but is based on Workstation library. The settings could work in conjunction.

Example use cases:

1. Both settings enabled for Library A
- Library A marks Library A item damaged - prompted to bill patron.
- Library A marks Library B item damaged - not prompted.
- Library B marks Library A item damaged - not prompted.

2. Damaged setting based on owning not set but damaged setting based on workstation set for Library A
- Library A marks Library A item damaged - prompted to bill patron.
- Library A marks Library B item damaged - prompted to bill patron.
- Library B marks Library A item damaged - not prompted.
