Bad contrast in barcode popup

In the View holds tab on a bib record, if you hover over a barcode, either for the patron or an item, the box is black and the number blue. It is more legible in the attached screenshot than on my computer. On it, I cannot read it.

My work around is to expand the column so that I can see the whole barcode without the need to hover

This is just a quick CSS band-aid; what we really need to do is eliminate links in hover-triggered tooltips, because there's no way to reach them anyway. For now, this eliminates the color contrast issue and makes the link text readable.

I've seen this on 3.10 also. I'll see if the patch applies (looks like it will) and resolves the issue there. If so, I'll push it for the next releases.

It worked for me after minor conflict resolution. Popup link text in grids went from illegible blue on black to white on black.
