Add the Ability to Check for Duplicate Patron Records Based on Date of Birth (DOB)

This wishlist came out of customer testing.

Currently, while registering a new patron, Evergreen will alert staff to potential existing patron records (such as 1 patron(s) with same name). This wishlist would be to include Evergreen looking at the Date of Birth (DOB). I think this would require a bit more of an overall in the way EG currently checks against patron fields, since it would need to check against a combo of patron name and DOB.

This would have to be configurable since not all libraries require a full date of birth be entered. (In my library system many records have no date of birth set and a very large number of the birth dates entered use January 1st of the birth year.)
