Bug Description
Pre-due and overdue SMS A/T events are generated for all circs meeting the conditions. If there is a default SMS carrier and number in the patron's account, the SMS message is sent to the patron.
User setting circ.default_
We need a separate user opt-in setting for SMS notices.
Our use case:
There are patrons wanting to receive hold notices via SMS. So they set up the default SMS carrier and number in their accounts. But they do not want to receive circ notices via email, but not SMS.
