Add console logging for cached line items

Starting in 3.10, the Angular line items are loaded into the purchase order and then cached so that subsequent reloads of the PO don't take as long. This is great. But from a troubleshooting perspective, it can become very confusing. Are the line items loading fresh, or are they loading from the cache? Even when you clear cache, I'm always suspicious of cache hanging around where it's not wanted.

This stemmed from troubleshooting bug 2007422, where the receiver tried to load up a purchase order and couldn't. Another staff member came behind her on the same computer with their login, and the line items loaded in. Then when the receiver logs back in, those line items are now cached so they load for her. This is really confusing for all staff members involved, and really confusing when trying to troubleshoot the issue.

A simple "Loading in line items for the first time" console log, vs. "Loading in line items from cache" console log would nicely do the trick. It's not intrusive, but if there is troubleshooting to be done it's easy to open the console and see what it's saying.
